What is a statutory engineering inspection?

A statutory engineering inspection involves the period inspection, or thorough examination, of various plant and equipment to comply with regulatory obligations and ensure safety.

We provide impartial engineering inspection services in the role of 'Competent Person' to assist with statutory inspections across a vast range of plant and equipment.

    What is a 'Competent Person?

The UK Health & Safety Executive defines a 'Competent Person' as "someone who has the necessary skills, experience and knowledge to manage health and safety".

Depending on the particular legislation, the Competent Person can be either an individual or the body which employs the individual to provide inspection services.

The 2005 Safety, Health and Welfare at Work Act defines a 'Competent Person' "where, having regard to the task he or she is required to perform and taking account of the size or hazards (or both of them) of the undertaking or establishment in which he or she undertakes work, the person possesses sufficient training, experience and knowledge appropriate to the nature of the work to be undertaken".

    Frequently asked questions

A statutory engineering inspection involves the periodic inspection of various plant and equipment to identify if faults or defects are present which may affect safe continued use, and also to comply with regulatory obligations and ensure safety.
The UK's Lifting Operations and Lifting Equipment Regulations (LOLER) builds on the requirements of the Provision and Use of Work Equipment Regulations (PUWER), placinge duties on people and companies who own, operate, or have control over lifting equipment. A 'LOLER inspection' involves the statutory, periodic 'thorough examination' of lifting equipment, and accessories associated with lifting equipment, by a 'Competent Person' to comply with regulatory requirements.
The UK's Pressure Systems Safety Regulations (PSSR) builds on the requirement of the Provision and Use of Work Equipment Regulations (PUWER), placing duties on owners and users of pressure systems to ensure the safe design, installation, operation, and maintenance of pressure equipment used in the workplace. A 'PSSR inspection' involves the statutory, periodic 'thorough examination' of boilers and a variety of pressure equipment, including their protective devices, by a 'Competent Person' to comply with regulatory requirements.
The UK's Control of Substances Hazardous to Health Regulations (COSHH) places duties on employers and suppliers to control hazardous substances at work, taking effective measures to control exposure, and protect health. A 'COSHH inspection' involves, in many cases, the statutory, periodic 'thorough examination' of installations, by a 'Competent Person', where local exhaust ventilation (LEV) systems are employed so to comply with regulatory requirements.
The UK's Provision and Use of Work Equipment Regulations (PUWER) places duties on employers, duty holders and anyone who has responsibility and/or control - directly or indirectly – for power presses and their use. Specifically in relation to power presses and associated equipment, a ‘PUWER inspection’ involves the statutory, periodic ‘through examination’ of power press and associated equipment by a 'Competent Person' to comply with regulatory requirements.
The UK's Electricity at Work Regulations (EAWR) and Health & Safety at Work Act (HSWA) place legal responsibilities on employers to ensure that electrical systems used at work are safe. Electrical inspection and testing involves the periodic inspection of electrical installations, supplemented by appropriate tests and measurements by a 'Competent Person', to ensure electrical installations comply with regulatory requirements.
