Meet the Codes and Standards team
Emmanuel Alexis - Senior Engineer
Manny joined HSB in 2013. He served in the United States Navy as a Nuclear Machinist Mate aboard the nuclear submarine USS Providence, and holds a Bachelor of Science and a Master of Engineering in Mechanical Engineering from the University of Hartford. Manny is registered as a Professional Engineer in Mechanical Engineering: Machine Design and Materials in the State of Connecticut. He also holds National Board of Boiler and Pressure Vessel Inspectors “AI” and “IS” Commissions and an “R” Endorsement. He serves as chairman for the ASME Boiler and Pressure Vessel Code Committee, Section II, Subgroup on External Pressure, and serves on several other committees, especially Section IV subgroups.
Prior to joining HSB, Manny worked in several roles, including performance automotive, aerospace engineering, and quality management. He has a strong background in fabrication, manufacturing, and quality. His previous role was working as a metrologist and quality engineer for a local aerospace manufacturer.
As part of the HSB Engineering & Compliance Solutions team, Manny provides direct technical support to clients and inspectors in the field on ASME Code-related questions. He is also part of the HSB design team, where he conducts design reviews to verify compliance of designs with specified Codes and Standards, and to ensure compliance with various jurisdictional regulatory requirements.
Sandy Babka, P.E. - Design Manager
Sandy joined HSB in 1993. He is a Registered Professional Engineer and holds a Bachelor of Science degree in Mechanical Engineering from Worcester Polytechnic Institute. He also holds National Board of Boiler and Pressure Vessel “AI” and “IS” Commissions. Since joining HSB, he has worked in the Pressure Equipment Technology Group and the Insurance Inspection Services Division as a Boiler and Machinery Inspector and has been part of the Codes & Standards group since 1998.
Since 2008, he has served as Design Manager for design reviews involving pressure equipment exported to countries such as Australia, New Zealand, Malaysia, Singapore, Brazil, and India, as well as for general third-party, fee-based design reviews. In addition, he provides technical assistance for ASME Boiler and Pressure Vessel (BPV) Non-Nuclear Codes and select international standards and regulations. Sandy is currently a member of the Committee on Pressure Vessels (BPV VIII), Subgroup on Design (BPV VIII), Subgroup on Heat Transfer Equipment (BPV VIII), Subgroup on Interpretations (BPV VIII), and the Working Group on Plate Heat Exchangers (BPV VIII).
Jay Cameron, P.E. - Principal Engineer
Jay Cameron joined HSB in 1992. He holds a B.S. degree in Mechanical Engineering, Engineering Mechanics from Worcester Polytechnic Institute and an M.S. degree in Metallurgy from Rensselaer Polytechnic Institute, and is a Registered Professional Engineer. Since joining HSB, Jay has worked in the Home Office and at Mechanical & Materials Engineering (Austin, TX). He provides technical assistance for all non-nuclear ASME Boiler and Pressure Vessel Codes and the National Board Inspection Code (NBIC), and supports clients with design reviews. His technical expertise is in the areas of pressure vessel design and repair, stress analysis, and materials.
Jay currently serves as a Member of BPV II (Materials), Subgroup on Materials (BPV VIII), and Special Committee on Interpretations (BPV VIII). He has presented courses on pressure vessel design and materials to audiences around the world. Prior to joining HSB, Jay worked in the aerospace gas turbine and oilfield exploration equipment industries.
Paul Coco, P.E. - Senior Engineer
Paul joined HSB in January 2014 and currently serves as a Senior Engineer in the Codes and Standards group. He provides technical support for nuclear construction and in-service activities in accordance with ASME Section III/XI and its associated conformity assessment programs. Paul also develops and delivers technical training on nuclear construction, in-service inspection, international codes, and regulatory requirements, and supports the HSB NQA Services Program. He serves as the technical lead for HSB’s remote inspection initiatives, third party nuclear and ISO-19443 inspections, and emerging renewable technology efforts.
Paul began his professional career in the U.S. Navy, serving from 2002 to 2010. As a Reactor Mechanical Division Officer and Training Officer aboard a nuclear-powered aircraft carrier, he was responsible for the safe operation of the ship’s nuclear power plant. From 2007 to 2010, he served in the Mechanical Engineering Department at the U.S. Naval Academy, where he taught Applied Engineering Thermodynamics for Naval Applications as a military professor.
Following his military service, Paul joined the U.S. Nuclear Regulatory Commission (NRC) as a reactor operations engineer. In that role, he conducted detailed technical reviews of nuclear license applications for compliance with federal codes and standards, and performed quality assurance inspections of domestic and international vendors supplying nuclear safety-related components.
Paul holds a Bachelor of Science in Aeronautical Engineering from the United States Naval Academy, a Master of Engineering Management, and a Master of Science in Mechanical Engineering. He is a licensed Professional Engineer in the state of Maryland, holds National Board endorsements as an Authorized Inspector (AI) and Authorized Nuclear Inspector (ANI), and is an active member of several ASME Section III committees.

Michael Crichton, P.E. - Senior Engineer
Michael Crichton brings extensive expertise in welding engineering and quality assurance to HSB’s Codes & Standards team, which he joined in 2023. A Registered Professional Engineer with a BS in Welding Engineering from The Ohio State University, Michael leveraged 19 years of utility industry experience before transitioning to his current role. Throughout his utility career, he specialized as a quality assurance engineer and welding program owner, focusing on maintaining generation equipment through strategic weld repairs and comprehensive fitness-for-service evaluations.
In his current position, Michael provides technical assistance across all non-nuclear ASME Boiler and Pressure Vessel Codes and the National Board Inspection Code (NBIC). His core technical expertise encompasses condition assessment, life management, and advanced welding applications. Michael actively contributes to industry standards as vice chair of the AWS D10 Committee on Piping & Tubing, serves as a member of AWS D10.10 Practices for Local PWHT, and chairs the AWS D10.8 Welding of Chromium Moly Steel Piping and Tubing committee.

Alex Garbolevsky, P.E. - Senior Engineer
Alex joined HSB in 1979, after serving in the U.S. Navy as a Main Propulsion Assistant. He holds a B.A. in Chemistry from the College of the Holy Cross and an M.S. in Engineering Science from Rensselaer Polytechnic Institute. Prior to his assignment to Codes and Standards in 2000, he spent 13 years in Germany, representing HSB in more than 25 countries, serving in roles ranging from Authorized Inspector to Technical Managing Director of HSB International GmbH.
Alex focuses on providing support for ASME Section V and IX, as well as for the European Union Pressure Equipment Directive (PED) (2014/68/EU) and ASME Section III. He is actively involved in inspector training within the company and presents external ASME and National Board Code-related seminars. Alex holds National Board “AI” and “IS” Commissions with "B," "I," "N," "NS," and "R" endorsements. From 1993 to 2002, he served as Chairman of the ISO/TC-11 Technical Committee for Boilers and Pressure Vessels and is currently a member of ASME’s Standards Committee on Nondestructive Examination, Subgroup on International Materials Specifications, Subgroup on Volumetric Methods, Working Group Radiography, Subgroup on Surface Examination Methods, and Subgroup on Brazing. He is a Registered Professional Engineer (Mechanical) in the Commonwealth of Massachusetts.

Philip Gilston, CEng, IWE - Principal Engineer
Phil joined Hartford Steam Boiler in February 2022. He holds a bachelor’s degree in metallurgy and a master’s degree in welding technology. He is a Chartered Engineer registered with the UK Engineering Council and holds an International Welding Engineer diploma. He has also earned a National Board of Boiler and Pressure Vessel Inspectors “AI” Commission and an “R” Endorsement.
Prior to joining HSB, Phil worked for a major power company providing welding and materials support for large industrial boiler projects, as well as QA management for Code Certification of Authorization. Within Codes and Standards, Phil provides technical support and training in the areas of welding and fabrication for boilers and pressure vessels.
Phil is active on ASME Boiler and Pressure Vessel Committees. He currently serves on the Section I Committee as well as being the Chair for Subgroup (SG) Fabrication & Examination of Section I, and a member of SG Materials. He is also a member of the Section IX Committee and the SG General Requirements. Phil also serves on the NBIC Subcommittee Repairs & Alterations.

Julie Hoskinson - Senior Engineer
Julie Hoskinson joined HSB in 2006 and has been part of the Codes & Standards group since 2014. Julie has held several roles within the company, starting as a Project Manager serving some of HSB’s largest customers and supporting their international pressure equipment inspection and certification needs. In 2009, she completed a temporary assignment as the Design Manager for the HSB International design office in Socx, France. Beginning in August 2011, Julie worked as a Program Manager responsible for DOT/Transport Canada Cylinder and Cargo Tank Inspections and European Pressure Equipment Directive (PED) Services, including managing two major transitions of the HSB Notified Body.
Julie is a graduate of the University of Minnesota with a B.S. in Chemical Engineering and is pursuing an M.S. in Material Science and Engineering from the University of Florida. She is a National Board of Boiler and Pressure Vessel Commissioned Inspector, holding “AI” and “IS” Commissions. Julie is currently Chair of the ASME BPV VIII Subgroup on General Requirements and Chair of the Task Group on Fired Pressure Vessels. She provides technical support and training on ASME Boiler and Pressure Vessels Codes and other international pressure equipment regulations, including the Pressure Equipment Directive.
Oberst Mulet - Senior Engineer
Tim Nuoffer - Field Services Manager
Tim joined HSB in 1991. He served in the U.S. Navy as a Machinist Mate Nuclear Propulsion Plant Operator assigned to the USS Hyman G. Rickover (SSN-709), a Los Angeles Class Submarine, where he performed as Engineroom Supervisor, Divisional QA Supervisor, and Ship’s Welder. Tim has a Bachelor of Science in General Business from Excelsior College and a Master of Business Administration from Northwest Missouri State University. In addition, Tim holds the following National Board Commissions and Endorsements: AI, IS, N, I, B, C, NS, NSI, and R.
As part of the HSB Codes & Standards team, Tim is responsible for providing technical oversight and support for transportation services and providing technical support related to ASME Section XI inservice inspection of nuclear power plants. Tim is currently a contributing member of the Committee on Nuclear Inservice Inspection (BPV XI).
Jay Vattappilly, P-Eng. - Vice President, Codes and Standards
Mr. Vattappilly is currently a Vice-President for HSB, Global Inspection and Engineering Services division. He oversees the HSB Codes and Standards group (C&S), and all the services carried out by the group, including technical support, internal and external training, management of HSB knowledge databases, and global design review activity.
Jay holds a Mechanical Engineering degree from the University of Calicut, India, a Master of Engineering in Welding degree from National Institute of Technology (NIT), Tiruchirappalli, India, and a second Master of Advanced Design and Manufacturing degree from the University of Waterloo, Ontario, Canada.
Jay’s work experience has principally been in the area of pressure equipment construction, working in the role of a QA/QC Engineer, Inspection Engineer for a large engineering consulting firm servicing refineries and petrochemical plants, welding engineer responsible for both structural and pressure vessel welding activity, and as design engineer of pressure equipment constructed to ASME Sections I, IV, B31.1, and VIII.
Jay presently holds a Professional Engineering license from Ontario, Canada, and National Board Commissions “AI,” “IS,” and “R” endorsement. He is a member of Subgroup on Design (BPV I), Committee on Power Boilers (BPV I), and member of Technical Oversight Management Committee (TOMC). He is also a member of the Subgroup on Toughness (BPV VIII) and Subgroup on General Requirements & Piping (BPV I). Jay provides technical support on ASME Boiler and Pressure Vessel Code Sections I, IV, VIII, and IX, and is HSB’s subject matter expert on the Indian Boiler Regulations (IBR).
