Risk analysis for big events
Owing to their importance, risk analysis for big events is of major significance.
A key component of any such analysis is a detailed assessment of the plans of the venue (floor plans, cross-sections, construction, materials used and their technical characteristics).
Following this purely theoretical work, a thorough inspection of the venue is highly recommended, as is an analysis of the sociogeographical environment, including the local infrastructure (in order to examine interdependencies that should not be underestimated).
In addition to these "hard facts", it is essential to consider all available deployment plans, arrangements, means of communication, etc. and discuss these in detail with those responsible for the safety of the event (police, emergency services, security).
Detailed assessment of the spectator area
At the same time, a detailed assessment is conducted of the spectator area, the emergency plan, the technical fittings of the venue, including personnel and fire protection.
The inspection should take place prior to the event itself and a final evaluation conducted during the course of an event. The insights gained lead to the preparation of an expert report that also includes the recommended measures.
Particular attention is paid to the following areas during the inspection of the venue: the risks of crushing due to crowd pressure, stumbling, blockages in crowd flow, and people using weapons and missiles are of particular importance, as these risks always have the potential to trigger a mass panic.
